1. Introduction
Background
The local organization Daneeye Rehabilitation and Infrastructure Development was founded in 2017 and is a partner of the Deusom Association to respond together with its partner to the challenges of development in Somaliland/Somalia. Deusom Association is founded 2013 in Germany to promote integration, intercultural activities and development issues and to contribute to the reconstruction of Somaliland/Somalia. Its work focuses on providing help for self-help, promoting and supporting ongoing development projects in Somaliland/Somalia. Particular attention is paid to promoting mutual communication, participation, support in social difficulties and opening up future prospects. With funds from the Deusom association and its partners, the Daneeye organization implement development projects.
Somaliland in general faces major challenges in providing basic needs such as water supply for drinking and Irrigation, which severely affects people in remote areas. In particular, nomads and farmers from rural areas have fewer opportunities to access water resources, which have been exacerbated by recurrent droughts mainly caused by climate change.
Source(s) of Revenue/Funding: Funding will be sourced from Deusom Assocaition, UN donor agencies, International humanitarian organizations, and government budgets with potential for subsidies from the government to support implementation if required. The DEUSOM ASSOCIATION will guarantee 30% of the total funding amount. The UN and International target donors are German Development Bank (Kfw), World Bank, FAO and UNICEF.
A recent assessment conducted by the Daneeye organization in some villages in Gebilay and Wajaale District revealed a urgent need to intervene water resource and supply for those communities. Those villages accommodate 2000 inhabitants. During the dry season, more farmers complaint about water shortage and droughts.
It was also found that the energy needed to produce water is very expensive and unsuitable for the environment. For that reason, applying solar system is strongly encouraged.
2. Objectives

- To intervene against droughts
- To develop water and agricultural services among agro pastoralist communities in dryland areas of Somaliland
- Promoting the introduction of productivity-enhancing innovations among the rural target population
- Ensure the easy access of affordable, equitable, and clean water for rural communities in utmost water shortage crisis
3. Scope of Work
The firm will provide Rehabilitation, construction and supply service as the following:
- Prepare feasibility study to determine the construction of basic education facilities
- Take full accountability on the design, cost estimates and supervisory roles on the delivery of quality works including redesign and costing in the event of any omissions of the required components of the education facilities schemes.
- Firm to report directly to the relevant institutions on any matter related to the assignment.
- Rehabilitation two earth dams in Goray village Gebilay District and Wajaale town
- Rehabilitation of two earth-dams through desiltation, construction of silt-trap with intake canals, overflow canal, rip-rap structure over the end-lanes of over-flow and intake canals
- Supply and installation geo-membrane plastic linear HDPE 2mm over the bed of the earth-dam.
- Fencing the earth dams
4. Deliverables
The firm shall deliver the following within the indicated timelines:
- Develop a detailed workplan of the required feasibility study in the inception report.
- Inception report with a work plan after the award of the contract should contain all required data collection necessary for the implementation of the project.
- Rehabilitation of the two earth dams.
5. Firm Profile
The firm should possess the following qualifications and experience: Firm Qualifications:
- Minimum of 5 years of experience in conducting assessments preferably in Somaliland or similar contexts.
- Proven track record in delivering in developing and managing similar projects in construction and rehabilitation of earth dams.
Team Qualifications
- Degree in Civil Engineering or related field.
- At least 5 years of professional experience in similar assignments.
Requirements and Terms:
- Company profile.
- Most recent bank statements (showing the last 6 months of transactions and current balance).
- Valid registration certificate.
- A copy of the passport of the company’s chairperson.
- A valid tax certificate for the most recent fiscal year.
- All documents must be written in English.
6. Payment
Payments will be made as per the schedule below:
- 10% upon delivery of the complete survey and engineering design and start first implementation of the construction.
- 10% upon delivery of the report of partial implemented construction. 30% upon submission of the complete ½ of the project and 50% after completion of the project.
