1.   Introduction

Background

The local organization Daneeye Rehabilitation and Infrastructure Development was founded in 2017 and is a partner of the Deusom Association, registered in Germany and based in Nairobi Kenya to respond together with its partners to the challenges of development in Horn of Africa region, including Kenya and Somaliland/Somalia. Deusom Association is founded 2013 in Germany to promote integration, intercultural activities and development issues and to contribute to the reconstruction of Somaliland/Somalia. Its work focuses on providing help for self-help, promoting and supporting ongoing development projects in Somaliland/Somalia. Particular attention is paid to promoting mutual communication, participation, support in social difficulties and opening up future prospects. With funds from the Deusom association and its partners, the Daneeye organization will implement development projects.

 

Somaliland wishes to attempt to ensure security, Peace and stability and to promote conflict transformation through Community Building and culture promotion. This is understood to be the next very important task of the development process for the sustainability of peace and security of the country. In the past, Somaliland culture has served as a tool to protect the people of Somaliland from prolonged warfare and vast human tragedies. This enabled the effective implementation of peace and state-building processes after the collapse of the former Somali state in the 1990s. Although current challenges are different from the past, the same tool is required to achieve effective conflict transformation and healthy community building. In Somaliland’s politics, peace and security are crucial, and this time culture (elder conflict involvement) should be employed to make sure this is successful. Communicating with the differences offers additional benefits for the culture.

 

Finally the Promotion of the conflict transformation through capacity building awareness and intercultural exchange gives the community an opportunity to understand to organize themselves effectively or to make use of the legal instrument of the constitution and democratic rights in case of conflict or complaint without violence and that is really the goal of sustainable peace, which is to be achieved. The activity that the Daneeye organization is proposing is to achieve cross-cultural exchange through capacity building. That means there should be an exchange of peace experts. The capacity-building program should benefit active political party members, members of parliament, elders and key community figures, artists and civil society.

 

The Project, which will benefit the Somaliland community in general, should be proposed by Ministry of Interior of Somaliland Government jointly with Daneeye development organization to the relevant Ministries.

According to the evaluation reported in the research paper “sustainable economic development through investment by the Daneeye NGO, and due to the interdependence of peace and security and economic growth, it has identified a need of an urgent intervention of conflict transformation through culture promotion and effective national guidance.

 

The primary objective within the overall project is a community building and conflict transformation through Somaliland Culture promotion and information.

 

Source(s) of Revenue/Funding: Funding will be sourced from UN and International donor agencies, including Deusom association.

 

Since it is joint project, the focal point person is the director of planning of Ministry of Interior of Somaliland Government as well as Daneeye Organization.

 

 

2.   Objectives

Overall objective:

Identification of data to measure the challenges for securing the peace and stability that will lead to economic sustainability in Somaliland for job creation and prosperity. To achieve a prosperity to safeguard stability. Stability, on the other hand, can increase prosperity, which in turn promotes revenue generation for more improved state functions. In other hand more resources enable more improved state functions. Improved state functions lead to a more stable state which in turn lead to greater prosperity.

 

Immediate objectives

In order to address the conflict that can lead to violence and achieve sustainability, the efficiency of conflict transformation should be increased. Community awareness of peace and security should be promoted and capacity should be built for community, civil society, government institutions and parliamentarians.

 

3.   Description of the services

 

A.   Peace awareness Campaign and Capacity Building

  • The contractor is required to provide the necessary Public awareness campaign and carry out the relevant awareness training in collaboration the potential multi-media and other instruments:
  • Airing Awareness programs through popular TV and Social media. Airing should be ones or more in every week.
  • It is highly recommended to organize and broadcast scientific panel discussions on research topics such as Peace and State Building, subtitle of Conflict Transformation.
  • The contractor is also required to develop project Capacity Building and training
  • The contractor will deliver the trainings as per agreed training and capacity building plan along a schedule to be agreed upon with relevant institutions.
  • Conduct capacity building and awareness workshop for the region’s project
  • Develop and provide training of risk assessment and prevention and response action

 

  • Provide training on Monitoring, Evaluation and Reporting of project
  • To organize Consultation meetings for concerning communities and

 

 

B.   Food and Essential Equipment and material Distribution

Internally displaced persons, including families of security forces stationed in the post-conflict area in the Sool and Sanaag regions, are to receive 8500 food packages at quarterly intervals throughout the year (see the appendix).

  • The peacebuilding program will often mobilize a large number of elderly people and other community key figures, which requires a tremendous logistical effort. To this end, six vehicles and the necessary fuel will be ordered (see the appendix).
  • Since the peacebuilding program also requires a tremendous amount of bureaucratic work,

stationery supplies are included in the order (see the appendix)..

The contractor firm will provide food and essential equipment distribution service:

  • Providing food and essential equipment/materials distribution to conflict internal displaced People (IDPs) in particular in Sool and Sanaag Regions.
  • All the procured food and essential materials is to be supplied to the project site (IDPs and site offices in Sool and Sanaag Regions).
  • Providing food and essential equipment/materials distribution for the security forces deployed in the post-conflict area (Sool and Sanaag Regions).
  • The supplier should consider the quality and quantity of food and essential items are supplied and transportation to the project sites.
  • Mobilizing the community and the elders to participate in peace

 

  • The mobilization of the materials and people in different places and field visits will used for the ordered vehicles.
  • Comprehensive preparedness strategy for sustainable life for the IDPs and long term stability in the post-conflict area.
  • Coordinating with all stakeholders and donors.

Bidders to specify the goods or services to be purchased or provided, together with the amount, and cost per unit must use the samples in Appendix.

 

4.   Requirements of the bid

  • Company Profile show experience and skills
  • A valid Certificate of Company Registration
  • Most recent Bank statements produced last six months (showing transactions/ account movement and current balance) and audited Financial Statements for the last 3 years (financial capacity).
  • A declaration of certificate of tax

  • Schedule of the work

 

5.   Instructions to bidders

  • All correspondence and documents related to the quotation procedure, contracts and reporting shall be written in English.
  • The Bill of Quantities (BOQ) mentioned in Appendix 8 must be used to prepare the financial
  • US dollars must be used to express the indicated prices. Any applicable taxes (VAT) are included in all pricing. Delivery conditions must be mentioned.
  • The materials’ delivery and transportation expenses to the intended project sites are included in the mentioned rates. There won’t be any extra fees for transportation.
  • For sixty days following the offer date, the price must remain set and
  • Employer is not required to enter into any contracts or agreements for goods or services with the responding suppliers as a result of this call for proposals; no significant revisions will be considered after the offer is received.

 

6.   General conditions of the contract

 

  • Employer maintains the right, at any point before the purchase order is awarded, to accept or reject any proposal, to cancel the solicitation process, and to reject all quotes without imposing any obligations on the impacted vendor.
  • Evaluations of Quotations: Only comprehensive bids with all required documents will be considered; bids that don’t meet all of the standards will not be considered.
  • A purchase order or Contract is issued to the bidder who offers the most competitive price and technical A purchase order or contract containing the general conditions of contract for procurement of goods or services will be signed by the successful bidder.
  • The Employer program manager will only authorize bank checks for payments within 15 (fifteen) days following the presentation of regular invoices supported by a certificate of interim or goods completion.
  • Several bidders, or even just one bidder, can apply for the tender for one of the various services or for all of them.
  • A written notification of award and acceptance of the tender will be sent to the selected supplier.

 

 

7.   Criteria Award

The most cost-effective proposal that best satisfies the requirements for quality, specs, delivery, pricing, and terms of payment – ideally from a local supplier – will win the contract. Donor is not

 

required to give an explanation for its choice, nor is it required to take the best, worst, or any other offer.

 

 

8.   Payment

 

The supply service cost of each delivery will be calculated and detailed quotation should be submitted separately and then the payment will be processed in installments based on deliverable described in the contract agreement.

 

9.   Submission

The inquiries should be sent to the above-mentioned emails and will be answered as soon as possible. The Expressions of Interest letter must be delivered electronically to the above email address by December 16, 2025 at 15:00 PM and possible extension will be published until by January 15, 2025 at 15:00 PM.

 

Two weeks after submission of expression of interest the rest of the bid documents will be sent to the potential selected applicants in person or by E-Mail
