ICPAS PROGRAM COORDINATOR CANDIDATE
1. POSITION DESCRIPTION: Program Coordinator
2. PURPOSE OF POSITION
Exciting opportunity for program coordinator to work for National professional Accountancy body, Institute of Certified Public Accountants for Somaliland’s(ICPAS),based in Hargeisa- Somaliland.
The Program coordinator has responsibility to design, implement and evaluate all ICPAS programs and manage the institute’s affairs. The position holder will work to ensure thatICPAS fulfils its mandate and responsibility to general public, which is to promote excellence and transparency in the accounting profession.

The Position Holder is directly responsible to the board of ICPAS
4. HOURS AND LOCATION
This is a fulltime position and is located atHargeisa
- RESPONSIBILITIES/DUTIES
- Provide technical and managerial direction for the institute and its program/projects
- Review the institutions roadmap and develop 5 years Strategic plan in line with the Institute’s Missionand implement it accordingly
- Identify and cultivate new sources of funding partnerships for program/project.
- Write reports, grants and proposals for continued or new projects.
- Direct financial management of budgets, grants and contracts.
- Manage information technology needs of institute and its program/project.
- Provide leadership, guidance and supervision to staff.
- Develop marketingstrategy and outreach planwhich are in-line with overall strategic plan
- Providing strategic direction on new investments, opportunities and change initiatives that will enable the Institute to achieve its mission
- Identifying the principal risks to the institute’s objectives and implementing appropriate systems to manage the risks
- Ensuring a daily follow-up of the activities of the Institute including action points provided in the Board of Directors meetings.
- Establishing and maintaining a sound internal control system for the institute
- Execute all work and action plan approved by the board
- Ensuring that all members of ICPAS staff execute their responsibilities and duties as prescribed.
- Leading the drafting and revising of all administrative procedural manuals including finance, HRM, procurement and operational manuals
- Issuing job regulations to employees of the institute and managing and appraising the employees of the Institute in accordance with the law, Board directives and ICPAS regulations
- Develop and nurture a dynamic and competent workforce through a robust performance-driven culture
- Ensuring that effective communications and appropriate relationships are maintained with the members of the institute and other stakeholders
- Manage external relations and publicity forICPASand its programs/projects
- RepresentICPASand its programs/projects in relevant forums and meetings
- Preparing, executing and monitoring the budget of the Institute
- Presenting quarterly management reports and accounts to the Board
- Oversee execution of management and financial accounting roles and ensure ICT is leveraged in support of operational effectiveness

6.1. Personal specification:

- Good knowledge of accountancy professional association such as ACCA, CPA etc.
6.2. Experiences:
- Good experience in organisational management
- Having Experience in Profession association/institute is advantage
- At least 4 years of senior executive management
- Good working experience in program/project management is preferrable but not essential.
- Track record of delivering on key business objectives
- Fluent in English and Somali
6.3. Qualifications:
- Master’s degree in project management or MBA in related discipline
- professional accountancy qualification (CPA, ACCA, CIPFA, CIMA, CA, IPFM etc.) is a distinctive advantage.

- POSITION: PROGRAMME OFFICER
The Role:
The Programme Officer shall head the Programmes Division and advise the Executive Director on matters of adoption and compliance to standards and other rules and regulations issued by ICPAS Board of Directors.The position is a fulltime position, will be based at the ICPAS’s office in Hargeisa, Somaliland Republic, and will report to the Executive Director.
The role is responsible for matters of ICPAS membership registration, Licensing, advisory role on International Accounting and Auditing standards, Compliance to International Accounting and Auditing standards, and to oversee international relations, regional and international linkages in respect of Accounting profession related matters.
Duties and Responsibilities
- Provide strategic direction to the professional services division in line with ICPAS’s Strategic Plan.
- Ensure the update of the Strategic Plan dashboard to project ICPAS’s performance on Professional Services Division instantly against Corporate targets
- Manage reports to the Executive Director and the Board of Directors of ICPAS regarding various programs in the Programmes Division.
- Prepare Capacity building project proposal and prsent to ED
- In charge of the Division’s workplans, budget and procurement plans.
- Develop Job descriptions for all staff working in the Division in liaison with the Administration and Finance
- Monitoring and evaluation of staff performance (Performance Management function) on daily, weekly, monthly and quarterly as appropriate to ensure achievement of set targets within agreed timelines.
- To oversee international relations, regional and international linkages on mutual recognition arrangements and partnership and twining arrangements.
- Provide leadership in ICPAS’s participation in the development (Input to international standard setting Boards) by ensuring that ICPAS actively and substantively contributes to relevant proposals, exposure drafts and discussion papers in a timely manner.
- Provide leadership in the promotion of implementation of International Financial Reporting, Auditing and Assurance Standards, other accounting standards and Guidelines, Policies, Laws and Regulations pertaining to the Financial Reporting and auditing.
- Responsible for the Registration and Licensing of members.
- Responsible for the Audit Quality Assurance programme which involves undertaking review of audit firms and ensuring compliance with appropriate quality standards of firm practice.
- Responsible for the ethical compliance and disciplinary of members and firms.
- Provide leadership in monitoring the regulatory environment in Somaliland so as to enable ICPAS identify and contribute to any Laws and Regulations that may impact on financial reporting, management and auditing in Somaliland.
- Responsible for ensuring the adoption and compliance to standards (Accounting and Auditing) and other rules and regulations issued by ICPAS, the government and other regulatory institutions.
- Oversight supervision of all the staff in the functional lines of Programmes Division.
- Ensuring exposure to the Programmes Division team through staff development and training programs, Mentoring and Coaching, staff rotations and grooming junior officers to be able to take up higher responsibilities.
Qualification and Experience:
- Master’s degree in Business related field (e.g. Accounting, Finance, Strategy, Human Resource, Operations Management or Management Information Systems).
- Bachelor’s degree in Project Managent,Degree in Law, CPA certificateand membership to any other relevant professional body will be an added advantage
- Three (3) years of experience in Project Management including purposal writing, donor reporting and project dedign and project appraisal is key requirement
- Experieence in Finance, Auditing, Accounting standards or related areas and exposure in regulation and compliance is an advantage
- Experience in leading and managing projects.

TERMS OF REFERENCE
POSITION: ADMINISTRATION AND FINANCE
Head of Finance and Administration reporting to the Executive Director. The position is a fulltime position and will be based at the Institute of Certified Public Accountants for Somaliland’s(ICPAS’s) office in Hargeisa, Somaliland Republic.
The main objective of the role is to provide strategic and operational leadership to ICPAS’s finance & administrative functions in an effective and efficient manner. It encompasses formulating of strategic direction and provide technical and professional leadership in the planning, development and evaluation of ICPAS’s financial policies and systems, financial planning and budgeting, prudent management and control of financial resources, and ensure compliance with accounting standards and statutory reporting requirements.
ROLE SUMMARY
- a) Management role
As a member of the Senior Management Team:
- Contribute to development of institutional and programme strategic plans and action plans;
- Develop accounting and financial management policies that are consistent with financial reporting standards and regulations;
- Participate in managing institutional and programme performance;
- Attend Board meetings and participate in other Board matters as required.
- b) Planning and Budgeting
- Lead and coordinate the annual planning, budgeting and review processes; produce and consolidate detailed and summary annual budgets within the agreed time;
- Develop and disseminate annual planning and budgeting guidelines and template
- Consolidate the summary budget tables and provide analysis of the figures within the agreed time;
- Ensure proper allocation and management of financial resources of ICPAS
- Prepare periodic management accounts for management decision making and actions.
- Prepare monthly and quarterly accounts and annual financial reports within timetable;
- Oversee Development of budgets for proposals and contribute to resource mobilization efforts;
- Monitor and evaluate funding needs, cash flows, and develop strategies and plans for financing.
- c) Financial Management and Reporting
- Regularly review, monitor and track the utilisation of projects and operational expenditure against approved plans/ budgets and ensure effective management of costs across the business; and ensure variances are justified in accordance with approved policies and procedures;
- Support and monitor projects to ensure their financial operations are within the framework of the policies and procedures established by ICPAS;
- Lead in identifying, developing and implementing effective internal controls for ICPAS and implementation of accountability and reporting by ICPAS;
- Coordinate internal and external audits and manage implementation of audit recommendations;
- Analyse financial information relating to assets, liabilities, capital and prepare financial statements, reports, projections and recommendations for financial sustainability;
- Record and oversee grants accounting and reporting;
- Lead the development and review of financial policies and procedures manuals
- Oversee payroll management;
- Oversee timesheet management
- d) Capacity Building
- Ensure that the finance skills of both finance and non-finance staff are developed, undertake the induction of new staff, and continually strengthen capacity of finance staff;
- Ensure that the financial ability of potential partners, including their internal control systems, documentation and capacity to report on expenditure, is properly assessed before long-term funding relationships are entered into;
- Generate, document and disseminate the results of the ICPAS’s finance work, capturing new knowledge and learning;
- e) Administration
- Assets and facilities management including liaison with the agents, utilities, cleanliness and safety;
- Implement and review ICPAS’s procurement policy;
- Manage purchase and safeguarding of the office equipment and other assets;
- Office administration and Logistics;
- ICT Management.
QUALIFICATIONS AND EXPERIENCE:
The position holder should have:
- A Master’s Degree in Finance, or Accounting, or Business Administration (MBA)
- Degree in Accounting with 5 years experience will be considered an added advantage
- CAT, AAT or ACCA, CIPFA finals or Partly qualified is highly desirable
- At least three (3) years’ financial management and accounting experience
- Strong financial management experience and skills (budgets /forecasts donor projects, stakeholder management);
- Proficiency in accounting systems, grants and financial management systems;
- Ability to build andmaintain working relationships with donors, partners and service providers;
- Excellent analytical skills with the ability to link financial results to programme and operational performance drivers
- Experience of design, implementation and monitoring systems of financial management,controls and accounting systems.
- Excellent interpersonal, communication skills.
- Fluency in English and Somali languages
- Ability to manage other people and experience of working in a small team and distance team working.
- Ability to travel frequently for the satisfactory discharge of his/her duties.
